Answer: GAO: (Report): The US governments accountability office has conducted the research on the position of FEMAs Biggert Water Act implementation. There was a significant amount of financial losses incurred by NFIP, a body that is looked after by FEMA. To build the financial position of NFPI and to cater to its administration, the Biggert Water Act was enacted in 2012. This meant FEMA to clear out the entire reduced insurance premium and raise a fund for the operations. FEMA to manage changes in implementation by HFIAA and Biggert waters conducted a strategic plan that would include changes in implementation as an important objective. It has prioritized and ranked the requirements of HFIAA. FEMA has regularly been in touch with the stakeholders. FEMAs highest priority used reduced rates and this has led to refunds for few policyholders. FEMA had formed a team to look into the efforts of implementation. Officials of FEMA has taken the initiative of educating the consumers, officials elected officials on the changes in flood insurance reforms and discussed on the position and importance regarding implementation of Biggert Waters Act and HFIAA GAO (February, 2015). There were numerous challenges faced during implementation of the act such as resource shortage, perplexity with regards to legislation etc (Bea, 2002). Despite of these challenges faced by FEMA, it has progressed in implementation of many requirements. There are also cases where implementation fails due to lack of data. Due to HFIAA passage and no data on elevation FEMA did not increase rate to eliminate grandfathered policies. CATO (Policy Analysis): FEMA is a federal agency that provides disaster relief and preparedness. The response of FEMA in major disasters was seen to be very slow and in some cases also caused harm. The grants provided by FEMA were also wasted, as it was utilised for the development of areas that are flood prone. Natural disasters were handle federalism based American undergird system. History of America has shown funds pouring in from charitable institutions and individuals. However, interference due to federalism has undermined the actions of state and private institutions. Policymakers have suggested cutting the actions of FEMA and literally want to close the agency. Involvement of federal is appropriate only when it has some special capabilities. FEMAs failure in the Hurricane (Katrinas) disaster was a very controversial scenario Chris Edwards (November 18, 2014). They failed in Katrina Response because of confusion, failure on the part of the government to learn, breakdown in communication and failure s upplies. Analysis of three sources (CATO, GAO and FPRI): FPRI is an organization without a profit motive which is devoted to bring in the characteristics of scholarship to provide development policies that leads to advancement of national interest, while CATO is into offering research on public policies. GAO, on the other hand works for Congress and investigates on how taxpayer dollars are spend by federal government. GAO has made several recommendations on FEMA.
